Importing semi-trailers into Kazakhstan

Kazakhstan differs from every other market on this site in two ways that change the whole transaction: there is no port, and the certification is a type approval rather than a shipment inspection. If you plan it like an African order you will get both parts wrong.

No sea leg — it goes by rail

Kazakhstan is landlocked. Trailers move overland from China through the border crossings at Dostyk and Altynkol (Khorgos), either by rail wagon or driven across.

What this changes:

  • Transit time is shorter than sea freight — this is one of the few markets where a Chinese factory has a structural delivery advantage over a European one
  • There is no RoRo option and no container decision. The cost conversation is about wagons, permits and border dwell, not about slots and demurrage
  • Border dwell is the variable, not the sailing schedule. Build slack around the crossing, not around the vessel
  • Winter is a real constraint. Loading, transit and handover in January are not the same job as in June, and steel behaves differently at −30 °C than at +30 °C — worth saying explicitly in the specification

Ask your forwarder for a rail quote and a driven-across quote. They are not always in the order you expect.

Axle spacing decides the load, not just axle count

Kazakhstan sets limits by axle group and by the distance between axles — a system closer to European practice than to the flat EAC table.

For a road train of tractor plus semi-trailer:

Read that table again, because it is the whole point. The same two axles are worth 12 t or 18 t depending purely on how far apart we weld them. Bogie spacing is a specification decision here, not a detail — and it is decided in our workshop, not at your end.

Tri-axle groups have their own spacing-dependent limits. Tell us the axle spacing your operator needs before we cut the chassis, because it cannot be changed afterwards.

The permissible weight and dimension rules were amended by order of the Minister of Transport with effect from 19 October 2024, so figures published before that date may be out of date. Confirm the current position for your route.

Certification — EAEU type approval, not pre-shipment inspection

This is the structural difference from the African markets. There is no SONCAP or PVoC equivalent. Kazakhstan is a member of the Eurasian Economic Union, and wheeled vehicles fall under Technical Regulation TR CU 018/2011, “On the safety of wheeled vehicles” — which explicitly covers trailers.

Two routes:

  • OTTS — Vehicle Type Approval. For series production. Substantial testing and documentation, valid for a model over a period. This is the route a manufacturer takes when committing to the market long-term.
  • SBKTS — Vehicle Structural Safety Certificate. Issued against individual vehicles or small batches, confirming the construction meets TR CU 018/2011. This is the realistic route for a first order.

An EAC certificate of conformity (the Eurasian mark, not the East African body of the same initials — an unfortunate collision) is valid across all five EAEU states: Kazakhstan, Russia, Belarus, Armenia and Kyrgyzstan. Certify once, sell into the union.

Be clear about our position. We have not yet certified a model under TR CU 018/2011. For a first order the SBKTS route is what we would plan around, arranged through an accredited certification body with our technical file — drawings, material certificates, component data. If you are planning volume into the EAEU, OTTS is the right conversation, and it is a longer and more expensive one that we should have before you order rather than after.

Vehicle documentation for registration is a separate step from certification. Your customs broker will tell you what the registering authority wants; ask early, because it drives what has to be stamped on the technical file.

What suits Kazakhstan conditions

  • Axle spacing set to the operator’s load plan — the single highest-value decision on this page
  • Cold-weather specification: steel grade and welding procedure appropriate to sub-zero service, and brake and air-line components rated for it
  • Mechanical or air suspension both viable — the main corridors are sealed; it comes down to the operator’s route and workshop access
  • Flatbeds, tippers and tankers all move here; grain, construction materials and fuel are the volume cargoes

What to send us

  1. Destination city and border crossing — Dostyk or Altynkol
  2. Cargo and real operating weight
  3. Required axle spacing, or the load plan so we can calculate it
  4. Whether you need SBKTS for one batch or OTTS for a model
  5. Whether the trailer will also be used in Russia or Kyrgyzstan, since one EAEU certificate covers them
  6. Season of delivery, because winter handover needs planning
